2019 Jinzhou City Maritime search and rescue comprehensive drill was successfully held

On August 28, 2019 Jinzhou City maritime search and rescue comprehensive drill was successfully held in Jinzhou Sea Area.
 
This drill was hosted by the Jinzhou Municipal People's Government, the Jinzhou Maritime Search and Rescue Center and the Jinzhou Maritime Bureau were the organizers. Relevant leaders from the Maritime Search and Rescue Center of Liaoning Province and the Maritime Search and Rescue Center of Dandong and Huludao City observed the drill through live broadcast. 30 members of the Jinzhou Maritime Search and Rescue Center, including maritime affairs, military division, public security, transportation, port and shipping, environmental protection, tourism, transportation security, communications, meteorology, sanitation, and clean-up units participated in the drill.
 
The drill was divided into three subjects: ship fire protection, marine life rescue and oil spill emergency response. At 9:30, with the order of the general commander, the 2019 Jinzhou maritime search and rescue comprehensive drill was officially kicked off in Jinzhou Sea Area.


A fire broke out in the "401 berth ‘Bohai No. 1' tanker in Jinzhou Port, and one person fell into the water. The fire was large and spread quickly, then they requested rescue.” After received the help information from "Bohai No. 1" tanker, the Jinzhou Maritime Search and Rescue Center immediately verified the dangerous information and launched the "Jinzhou City Maritime Search and Rescue Emergency Plan". After verification, the dangerous situation was defined a major danger. The Jinzhou Maritime Search and Rescue Center quickly reported to the Jinzhou Municipal Committee, the Municipal Government, and the Liaoning Maritime Search and Rescue Center. After received reports from the Jinzhou Municipal Government and the Liaoning Maritime Search and Rescue Center, the Jinzhou Maritime Search and Rescue Center was instructed to organize and coordinate search and rescue operations and fully implement the rescue. The Jinzhou Maritime Search and Rescue Center set up a site command and formulated a rescue plan to coordinate firefighting, rescue, and decontamination forces to rush to the scene to implement rescue. The “Sea Cruise 0313” ship from Jinzhou Maritime Bureau was designated as the on-site command ship, and the deputy director of Jinzhou Maritime Bureau was designated as Field commander.


While the on-site commander actively carried out self-rescue, at the same time, they arranged fire-fighting vessels to use fire-fighting water cannons to assist in fire-fighting; organized search and rescue vessels to use parallel-line search mode to search for drowning personnel, and drones took off to the scene to search and successfully navigated into the sea. In the meantime, oil spills occurred on the "Bohai No. 1" tanker. The on-site commander commanded the site to clean up the pollution by deploying the oil booms for preventing the spread of oil, started the side-mounted skimmer, then the oil absorbent pads was thrown to the surface and oil dispersants was spraying to recover and remove oil spills from the sea surface.


Under the rescue of the fireboat, the fire was completely extinguished; after half an hour of intense search and rescue, the drowning personnel were rescued and transferred to the 120 ambulance; under the control and removal of the cleaning ship, the oil was controlled and the oil was effectively removed. So far, all the subjects have been successfully completed. Throughout the drill process, the division of labor of each search and rescue unit has been clearly defined and coordinated, it was reflected the high sense of responsibility and mission of each member.
